Taiwan’s Opportunities from China’s 13th Five-Year Plan’s Perspective

Mainland China held the Fifth Plenum of the 18th Central Committee October 26-29, 2015, signing off on a proposal of an economic and social development for the 13th Five-Year Plan. Mainland China’s Proposal for the 13th Five-Year Plan (henceforth Proposal) is promulgated during the plenary session on November 3rd.
 

This Proposal is a preliminary draft of the 13th Five-Year Plan, running from 2016 to 2020, the 13th Five-Year Plan sets the primary goal of building up a moderately well-off society in all respects in 2020; and the major tasks of “sustaining economic growth” as well as “enhancing equity.” To secure a middle-high economic growth target, the 13th Five-Year Plan highlights innovation. For instance, innovation-driven theory, system, technology and culture should be long optimized. “Enhancing Equity” precisely helps the poor, eliminates poverty, brings all rural residents out of poverty, increases public services, improves social welfare and realizes a goal that all Chinese can live in an all-round, well-off society.
 

Business opportunities the 13th Five-Year Plan can bring to Taiwan’s industries include the following:


1.Maternal and infant-related business in the wake of the recent reversal of one-child policy;


2.Biotechnology, health care and senior lifestyle business derived from the promotion of the construction of “Healthy China;”


3.Environmental protection and green energy business generated from the promotion of the construction of “Beautiful China;”


4.Cooperation in developing the latest generation ICT induced by the implementation of the “Internet Plus Program of Action;”


5.Cross-Strait collaboration on developing the e-car technology after the optimization of new-energy vehicle utilization;


6.Cross-strait cooperation in the important field of transportation and infrastructure along the “One Belt One Road;”


7.Joint collaboration on service sectors, for example, cultural creativity, finance and franchise chain as a result of global expansion of services.
